are there any modifications when installing a 23 inch wheel on a 09 road glide  

Its recomended that you rake the front end,either by having it professionally done cutting it or by atleast adding a set of aftermarket trees to the front end, you will also need to run a new fender aswell. I know vee rubber is working on a lower profile 23 tire that is supposed to fit under the stock fender???? I wont know for sure until it gets in my hand...I love my 23...just check it out on the feature bikes page...Gold Toof knockout....  

What kit do you reccomend for my rake, I also called fatbaggers and they said i could do it i would just have to use fork stops how true is that.  

I normally use Yaffes neck block and HHI raked trees. HHI as well as Ballistic Cycles has a new rakees neck kit that I'm going to use on my 26" project. With both the trees as well as the neck kit the bike handles extremely well as well as well as looking bad ass.  

Your also going to want to get a raked fairing bracket so you headlight still shoots forward instead of up.
